The thing is, there's a much greater supply of people that can do unskilled labor (basically anyone) than there is a demand for it. This means they can be restrictive. Labor, like any other commodity, can get more expensive if people refuse to work at Wal-mart but this isn't likely to happen because if you're working there your only other options are retailers with similar policies.!

It was not terribly unusual for an inmate to help with breaking up a fight on the pod floor, the respectful ones do it out of respect for a CO who treats them fairly and consistently. And they like peace and quiet in their home as much as anyone else. But my experience was in a prison, I can't speak to what might happen in the County lockup.
